[HELP] Scrape news content and upload it to twitter

I want to setup some sort of macro which will read newsfeeds (preferably rss), and tweet the headlines to a twitter account.

one way I thought of doing it was to use a command line tweeting tool (loads of them available), and tell it to tweet a text file. The issue is populating the text into the text file from rss feeds online.

Anyone have any suggestions?
