[HELP] photoshop or illustrator

I need to find out what kind of effect or filter was placed on this layer. Appreciate if someone will help me, i have been trying to find this out for last 2 days.

You can offcourse create that kinda weaving/grid whateva effect in both Ps and Ai but its a waste of time,at least for me:

You can easily edit those pattern overlays in Ps and clone that effect from your attachment pics
