Hello, I registered it with Country: USA Verified it using VCC , VBA and phone number and made many successful transactions . But after Receiving a $400 they put me in limit and want me to provide a photo ID which I can't .
I have heard about secondeyesolution.com but couldn't pay for fake documents as Western Union and other are not a option for me.

Any Suggestions .... I can pay via 2Checkout ( As they Accept Indian Debit Cards )

I will suggest you to use secondeye's service from here on BHW as they have solved many issues so far. Though not sure how to solve your payment issues but you can contact them directly for a solution.

ask the sender to stop the payment and use another account for getting the money.
Why you used to transfer the money that has been using VCC?

BEst solution is you can refund the amount which you can when your account is limited, and then ask for that money on other portal.

May I add that forging documents with photoshop isn't different from forging tangible documents in legal terms? If Paypal recognizes that it's a fake ID, you'll get more serious problems than an account limitation. It's a crime, even in India.

You may want to let them have some documents anyway.Fake or altered ,its upto you.After that Just upgrade to premier/business account.Its more safe.
