Easy on the bumping there guy. I think your tiers look OK. Just substitute comments with bookmarks if you can. You will get nicer results.
P.S. - Just saw that you have bookmarks on your mind already. If I were you, I would leave out scrapebox comments for now. Keep that for the future when you have done the bookmarks.

And i have a bit of a noobie question: why do people spin articles. where are the spun articles posted. (other web 2.0 properties?) are these tier 2?
Spinning articles is like a basic concept here. It allows you to get more content from just one piece of article. Depending on the quality of spinning, spun articles can be used as tier 1 or tier 2.
My advice to you would be that you should spend a lot more time prepping your SEO work before you actually begin work and yes, avoid the scrapebox comments for now.

There is no set number. The more random and different it is, the better it is for your site. Just go through the BST sections on this forum and see how sellers structure their link pyramids and pushes. That should give you an idea.
