Will it hurt my website ranking or not , and what would you suggest for me to do? Since my website showed some rankings dropping, I doubt this could be the reason.

you can file a dmca complain to the site that copies your content if you are the legit owner of the content and you have proof of ownership.

The copier is smart enough to delete all links in the content.

First, try to contact the website owner/admin to remove the content they're using. If no response, you can take action with their hosting provider to file a DMCA complaint.
