You can request a mini pre-paid card from your bank and use that. All you'll have to do is deposit some cash and ask for a mini, refillable card. Shouldn't be an issue. You can refill later when you run out by transferring money from your main account to your card. Or, give hotspotshield a go. Good luck!
the problem is i want to still buy and rent from all proxies sites .... the prepaired card is not good for me ..!!
can i use vpn to enter the site and add to cart proxy packege .. when time to pay the internet payment page in not blocked ..so it will directed me to paypal to pay .. it work ? or not ?

Use Entropay Vcc, load funds to card via bank , debit card etc and pay to proxy providers through that VCC

or you cant talk it out to the company you willing to buy from.. They'll suggest some other method
