You need to provide the seller information where you want the links pointing to, so homepage, inner page, or a post.
You also need to give them the keywords you want them to use and anchors.

Finally, you need to decide if these are going to point directly at your money site or to a tier 1 site.

Some sellers will just take your money and wait for you to provide this information, some will take time to suggest to you the best way to do this linkbuilding.
