I don’t know about non indexed but you can use pexels and undsplash

I assume you have only 2 reasons to do this:
1) you want to re-upload those images to stock photo sites to earn, well this idea is not very doable in 2020, it gets very easy to be detected and your account can easily gone, all efforts vanish.
2) you want to show Google "unique" images, but no apparent evidence shows that Google won't rank duplicate image articles.

I want to remove a ranking image from google
but as everyone knows we can't remove any image which is uploaded by another site owner so I am trying to dis rank that image from top search results

It is ENTIRELY doable. However you need to be a Perl genius in order to do so.

Take screenshots from hd, 2k, 4k yt videos if possible. I'm using https://addoncrop.com/youtube_video_downloader/ extension for chrome. It's add screenshot button to every video but remember to change video resolution to high first

Unzip folder, hold mouse button on folder and move it to chrome extensions tab, also there is instruction on plugin site how to do this

i try this but manifested file is missing so i found a new tool and doing work with that and its great
