Help google ads that appear as a simple link

I found a site http://www.askdanandjennifer.com that has google ads
as list items (under the heading favorites, and other recommended resources).

I looked at the page source and see that they were using some google functions. So, I looked on Google and found out they are using
Google Ad Manager.

I have been trying it.... but it is driving me nuts.

Can anyone explain to me how to setup and deliver a google ad as a
simple list item.

Or at least point me to where I can find this out.
