help getting random traffic?

hey sorry to be a noob but i just want to buy some cheap hits or whatever. can't find a site that actaully SENDS any hits; i don't care if they convert i just need some dirt traffic to put on my web stats and stuff. i've read harro's post on traffic but didn't see anything about just buying cheap hits anywhere..

does anyone know of any sites that actually SEND you the traffic you buy? or at least a large percentage of it? or i guess if someone has suggestions otherwise ..
