[help] getting back to adsense help

So I asked my internet provider to change my static ip and got it changed, also got new apartment(rent).
Changed OS to windows 8
Now I want to know should open new ad**nse account...

or is there any other thing need to be considered...???

As long as its a new address i think you should be fine. I got banned once and all I did was apply using another address and I got another account in a few hours.
Considering you've changed almost everything, you should be fine applying now.

No need apply for new account. I have changed my address at least 5 times. So...........
