One specific folder or all of them? If you share this folder with your network you might be unable to delete it. Uncheck 'share with...'

This happens all the time. Restart your machine and when your windows loads, just go straight to the folder before all the programs start and delete it.
It works all the time for me. :)

Make sure you are quick. You need to delete it before all the programs load.

It worked, thanks a lot mate. :)

However the problem persists if I logon normally, meaning not in safe mode. Any idea why is that?

There is a background process or program running that resides in and uses that folder.

If you run msconfig from a command window or the search function you can see the start up processes and shut down what is not needed. Alternatively you can stop a startup process/program with Regedit.

    install an - unblocker -

    google for it.
my unblockers (on XP and on 7 - i use 2 different freeware programs ) let me unblock the file /folder and show what process resides in them... mostly it's explorer. exe but sometimes it's Photoshop or any other program where i selected specific folders as 'output' or 'download'...
