[HELP] Can we rank product review page above store product page?

We found a potential non-English keyword to work on. Currently 60% of top results in google search page is store product page. Hardly find product review pages, except for only very few keywords. As such, which would be the best option to rank or possibly might help to outrank others:

1) Proceed and do a best x of y type of product review page with all possible SEO optimization and hope it ranks.
2) Instead of above, we create a woocommerce store, list the same best x of y (say best 10 of product type AA) and eventually redirect to affiliate sites like amazon etc.

keyword intent is very important... or at least it used to be before google decided that authority should trump everything. So, if ecom pages are ranking instead of review pages my recommendation is to go with a store.
