Help bouncing back site of friend

Hello, a friend of mine has a web site which was given to a so called seo expert.
What he did was to build mannually links for a keyword (lets say keyword1) and blast links for 4-5 other keywords (lets say keyword2,keyword3 e.t.c.) all for root page.
Now the site has been hit by penguin and all other updates.
it went from rank 2 to rank 6 for keyword 6 and for last 1-2 months for the other keywords from rank 6-7 to nowhere to be found. My friend asked for help. What do you think should I do to help him get the rankings back?

What I did so far is wrote some articles, did some more inside pages for him and some manual links for same of the inside pages.
Would it be good strategy to build some links for root page with anchor texts like his url or so?
Can somebody guide me?

My guess is you have to many links using the same anchor text, you will need to dilute them, yes build some links with wwwdotdomainname + domainname + http domainmane + click here, see website, website, etc etc
