Help - boilerplate content and url

    Hi everyone.

    I would like to get your opinion on some things.

    I have bought a domain recently where the aim is to make local seo related content and then rent them out to business owners. Anyways, I´m using a theme that does not keep the post name but only the root domain.
    For example, the main domain might be: bigroofers.com and then I have made around 40 pages all targeting different areas. so if I look at the page for South Carolina it does not say bigroofers.com/south-carolina it just says bigroofers.com and then there is reference to South Carolina in the header and content but no refernce in the url.

    I could change this of course by changing every single page manually but that is very time consuming.

    So my question is this:
    1. Will I get slapped by Google for boilerplate content and is it more dangerous to create all these pages at once or should I make a page every three days or so? Does it matter?
    2. Does the issue with the url matter when it comes to ranking in Google? If I want to rank for "Roofers in South Carolina" is it necessary to have the url: bigroofers.com/south-carolina ?

    I hope you get my drift. Grateful for any help.
