I want to buy, but only quality ones. I do not want t get penalized.

Check BHW marketplace, you still can find good sellers here...

as much as I hate sounding like a broken record the answer really is "in the marketplace" lol. If you come to BHW asking where you can find backlinks everyone will direct you to that sub-forum

finding good sellers could be really tough, especially without making any legit search,
a few things to keep in mind is the low & limited OBL, average RDs, relevancy (better to get links from a niche relevant PBN)
check some reviews from members you might trust, ask any related questions before buying,
ofc, a good way to filter this is using the price, you can't expect a good PBN with $1 or $5 per link, but still, some sellers do sell trashy links with a high price, so be careful
