    take a high paying insurance CPA offer and telemarket people to try to get sign ups? Are there CPA networks that will allow this? All of the leads would be coming from one ip but they would be legit.

    If you had the money you could even hire one of those telemarketing lead transfer companies where you only pay when someone is interested and they trasfer that person to you. Most of them want lik $3 per transfer, but if they are already intersted then it shouldn't be to hard to to convert at least 1 in 5 or so.. get a $75 CPA offer and spend $15 to get it.. get a couple an hour and you would be set. Hell 1 an hour and u'd b doing pretty good.

    O and this is just an idea i've never tried it and don't even know if there is a program that will allow it..

    Never tried that but I think getting approval from your AM is the best idea in this case.

    I think any AM could provide you with an answer.
    In my opinion, if your leads are converting well for the advertiser, CPA network won't care about whether your leads are sent from the same IP or not.
    I've had the similar idea, but with another marketing method.
