Pretty risky in my opinion even though I do agree with him and Fiverr about that 20% fee. I recently got my Fiverr account closed for no reason (contacted support and they said it was because I spammed people for sales - which I definitely didn't, I have only answered their questions through PM) and I might not be even able to get my ~300$ back so I guess he knows why he asked about dealing on PayPal.
If you trust him make a deal to pay 50% upfront and 50% when the job is done even though I do not know how a person can assure anyone that he is going to rank a video like that.

Ask him if he'll accept escrow for the 80% payment with pre-agreed terms.
The remaining 20% will be done upfront through PayPal and if he doesn't deliver you can file a dispute.
This is the safest method AFAIK.
If he manages a botnet or another source of traffic it's quite possible to get your video on the home page.
It is not difficult to get on YT Homepage, the cost seems to be a lot more.
Are you into more complex and crowded niche?
I asked him about paying half upfront, half later when he originally asked to do it through PayPal, he said because it will take him sometime to deliver the service he would want the money all upfront. I bought a youtube service off him about 2 weeks ago n although he didn't deliver exactly what he said he would, the majority of it got done but I used the escrow for that. I'm not sure if trust him to pull this off. I looked at the gig as well (as he offers it on the site) and no one has bought this service off him so there's no reviews to go by either. Is there guys on here who can do this service? Anyone disputed on PayPal before and had issues with YouTube stuff. My niche isn't very competitive
If you have doubts don't do it, especially if he doesn't have any reviews for this service. I wouldn't want to be anyone's guinea pig. The fact that you bought a service off of him before and he didn't deliver it the way he was supposed to should tip you off as to what kind of person you're dealing with.
Ask him to prove it with his own video. If he can't it is obviously a scam.
Sounds very fishy. Wouldn't send the money
If he could get videos to the home page he'd do it for himself and make 100 X 180 GBP
To me it seems impossible and if it is possible 180 quid seems very very low.
Why don't you pay him 20% more and do the deal via the website?
In this case you only pay when he delivers and there is no way that he can make a run for it with your money.
Rather pay 180 +20% for 4 days on the Youtube homepage then loosing 180.
We have done it like 2 years back, but its not possible now for the price which he charge.
Well You have no references for his gig so you have no proof for it, only that service you bought from him 2 weeks ago and even there you said he didn't deliver all of it .
As mentioned in the thread either tell him to use one of his videos and show you how he gets it to the home page or agree on the escrow otherwise it's a nono. Because if he would be legit he knows that without any reference and proof he cant just ask for all the money up front and you to trust him willy nilly.
Sooo basic line. Tell him it's either escrow or no go. OR if you like gambling your money .... give it to me I play poker every day
I would take this advice OP.
Just give your best offer of 20% advance via paypal, if he accepts good, or run FB ads, this way at-least you will manage some views instead totally loosing on your money if he runs off.
Thanks a lot guys. Yeah the more I think about it, the more I feel it's shady. Main reason being no one else seems to be able to do this, I mean I find it hard to believe this is the only guy who can get you on the main page these days especially from the stuff I've seen/read on here. I may just tell him I'll pay the extra 20% to do it through the escrow like some one else mentioned to see what he says but I get the feeling he will have some sort of excuse ready. I get the feeling PayPal wouldn't be good at handling this kind of dispute either. If anyone on here reckons they can do it then let know the price, if it's not crazy expensive I maybe interested.
Leave him be there is no need to reply him back with this its impossible.
Someone who can do this is sitting on a gold mine and isn't on Fiverr trying to sell sh*t.
Just ask BigBuddy what it would cost pm him and please keep your money while u still have it
Right advance payment may reduce the risk.
I wouldn't touch dealing with that guy, if it feels fishy it is fishy.
Then again 20+ people above me have said the exact same thing.
It doesn't seem legit, specially because the guys asks the money upfront.
And if what he says it's true, he would be uploading his videos and putting them on youtube front page and making 40x that money...
