Why majority of blogs that are open to guest blogging requires 600-800 word articles? Is this method makes themselves Panda proof from Google? I find these long articles really boring since they are not direct to the point.

They usually want 600-800 words because they want articles to be informative. From my experience, they usually add that article can be shorter in case the point is said. I've also found many blogs that have their limit set to 400 words, so it's not that they all want 600 words.

However, you can't expect that someone will publish your article of 300 words on their blog, because they risk Google penalty (and not because these articles are too short, but because every 300 word article will have a link to other website, which may look unnatural to Google).

400 words are already considerate and for me, these are enough for an informative article. I always think that setting up these limits based on their alexa rank and page authority.

The reason why bloggers prefer 600-800 words articles is, these articles will be informative.. Even though, those are not informative, they think that Google will consider that article as informative. 600-800 word articles may be written for increase the length but not for more information. Its just my point of view. But now only, i heard Google considers at 300 words articles as unnaturally.

Boring has nothing to do with word count! (If it did, nobody would ever read books...)

But using a lot of fluff or milking out the same tired narrow point... that's boring. A 1200 word guest blog post can be direct, to the point, and very interesting. It's about offering something new- or at least a new perspective on it- and engaging or entertaining readers. (Better yet, both of those.)

Also, formatting plays an important part with longer posts, makes it less intimidating and more fun to read. :)

Sites worth getting a link from are obviously going to require lengthy and quality content.
