Is it a good idea to use GSA on articles on big websites where you got a guest post?

You can use GSA on tier3 links, because it may harm your site.I think you may have guest post links as tier1.You can better use it as tier3 to avoid banning and penalty.

Can we build web 2.0 blogs with spun content for tier 2 and then use GSA for tier 3? Is this safe?

Yes, you can use spun content but make sure that it's readable. And GSA on tier3 is safe.

As a iAuthority mentioned above the best is go thru 3rd tier! You will avoid penalty or possible harming your website

It's probably not a good idea - if the webmaster is monitoring links coming into the website, there's some chance he'll notice that you're spamming and take your post down. Not worth risking it when you can just as easily build Web 2.0 links (or something else) to those guest posts and use those as a buffer for your gsa links.
