How would you fix a punctured tire? By adding more holes to it?

Reviews can be faked and it happens here all the time(Fiverr exchange). Members here who're living in SEO day-in and day-out itself are beaten by the latest update. If you don't have any idea about how GSA works, the types of links it builds,etc.., I'd suggest you to forget about buying those links.

As a food for thought, GSA BUILDS links and the links themselves are new and doesn't have any PR so what he's doing is false advertising. You can find some super good services in our marketplace that offers links from real high PR pages thay MAY boost your ranking. If you're buying links only for those 4 pages, I suggest you to change the permalinks structure of those page url to something new before building links to them.

Most of the buyers at Fiverr would leave a positive review even if the service is not delivered as promised. Never trust Fiverr reviews.
GSA creates spammy links, so I don't know how it can help a site recover from spammy link penalty (penguin).

What should I do? Buy high PR comments? Change Permalinks of the pages affected by Penguin? That's it?

It's not high PR comments. Its high PR links, The one you get from PBN's(Private Blog Networks).

Yeah, change the url structure before building links to the affected pages.

For ex, if your old url is

    Code:
    yoursitename.com/how-to-lose-weight.html

    Change it to

    Code:
    yoursitename.com/weight-loss-tips.html

You have to do something:) Be careful when buying links, but you need to do it, if you wanna rank.
Use Q&A links, Articles from High PR websites, Youtube videos and other clean links.

I highly doubt you can recover from Penguin by buying more links. You have to get rid of the spammy links first and then get some quality ones.

If your site dropped 3-4 pages it most likely got penalized which means that there's no coming back unless you remove the spammy links.

And btw, reviews can be faked easily.

I disavowed all the bad links, should I buy high PR links (mostly comments) and add more content?

I think you got the penguin refresh all wrong. No need to disawov links. It just google giving less power to links on non related sites and spammed sites. As for gsa goes it can build high PR links its just the way you set it up.

So build strong relevant links and you will recover.

SEO is too hard because Google change the rules everyday. I think is better purchase an old domain with PR 4 or 5 and start to build backlinks manually. I love automate my marketing tasks but not for backlink building because google can crush my site in one day.

Depends on how long you want to rank for. If you are planning on something long-term, I wouldn't use blog comments as Tier 1. Well, maybe a handful of them won't hurt you but still, use these as T2 and manually build your T1.

Check from Marketplace, I'm sure you will find something.

Adding more content never hurts you, so why not.

No, you are the one who got Penguin all wrong. No matter how many strong relevant links you will buy to your penalized domain, it won't recover if it has shitty spammy links.

You can post to high value websites using GSA. The trick is to combine GSA with another tool like Scrapebox or Gscraper. First scrape related sites, then filter out those that do not carry some pagerank. Insert the remaining list into GSA and target these sites. Watch some youtube tutorials if you don't know how to do any of these. Regards.
