Gov and edu comment is the best link for tier 1

Just collected some Gov and edu spam forum and blogs,

all been spam to death, but I think they are still best place for tier 1 links!

How do you use those links? for money sites or just for indexing ?

A manual well placed link (not kind of a profile or a comment) could pass some link juice & trust to your website since google do love this kind of link,
Other than that, it's not really worth going for such links manually, maybe for diversity, but not to rank

Those links will help only for Tier 2 links. But For Tier 1, those comments are not effective for your money site. May be edu profile will help for Tier 1 links.

I don't think placing money site link on heavily spammed large OBL comment pages is a good idea. Better use those as Tier 2 or 3.
