My gut feeling about Matt Cutts is that he isn't telling the truth when it comes to SEO.
I'd take anything he says with a grain of salt

Any example site of having .edu and .gov backlinks higher than the other site having only normal backlinks?

does .edu and .gov backlinks can be as equal as the backlinks that angela and paul promoting?

I think .edu or .gov links are great for link building.
A .gov or .edu backlink is much better than any other type i.e .org,.com,.net links.
I think .edu and .gov links can boost up in ranking very easily.
