    Hi all

I never use webmaster tools and it is only until yesterday when lots of people were saying they had received the penalty that I decided to use it today.

2 days ago, I 301'd one of the sites that had received that notice to a 4 month old domain I had been working on (oblivious to the penalty) so what will happen now? Will that penalty pass on to the new domain now?

Remove the redirect ASAP. If you're going to re-use that domain, remove the obviously bad links and send a reconsideration request.

If it goes through, then 301 it again. If it's low PR\PA or is just a decently named domain, it's probably not worth the hassle of re-using it.
