I have do-follow links to my money site from major news sites & blogs (PR6,7,8). Is it worth it to build 2nd tier (profile, blog comments, wiki) links to the article pages on the PR6/7/8 sites, and drip feed, to increase their value? Is it safe?

Yep, you can build tier 2 links for the page where your link is placed.

So, of the ones I've found, I have the following PR5-8 backlinks. All the links have naked anchors ("http://www.viralsite.com" / "viralsite.com" / "viralsite") or non-keyword phrases such as "site, link, click here, etc..." and most of them are d0follow:

x5 from PR8 news site domains
x19 from PR7 news site domains
x26 from PR6 news site domains
x14 from PR5 news site domains

This is 60+ pages over 60+ domains, with original post ranging dates over the past 0-2 months. This site's viral-ness will fade away over the next few weeks, and I will 301 redirect it to an identical page (www.moneysite.com/viral-site) on my money site's domain. What would be the best pattern to build tier-2 links to these pages with the PR5-8 links to my viral site?

How many wiki/profile/blog comments on each? What should be my timeline of drip feeding them? Is there any value in including my money sites target keywords in the anchor of some % of the tier-2 backlinks, or should I only do links without targeted keyword anchor text? Should I start building them now, or should I do them after the 301 redirect to my money site occurs late this month?

Sorry for so many questions, thank you for any help!

I don't see why you would really need to if the links are "that level of quality", they are going to get indexed instantaneously and if they website is good, the pr / authority will drip down to your article. I mean you can point tier 2 at them, but I wouldn't really bother to be honest, but that's me.

The pages themselves don't have PR, just the domains.

Sometimes all an article or news page needs to get pr is some external backlinks.
Also if you have a keyword anchor in your link building backlinks with that keyword anchor to the page with the links will help.

So for example if I was targeting the keyword "red car":

Blog comment or profile page or wiki -> (Backlink with anchor "red car") -> Article on PR8 news page -> (Backlink with naked anchor) -> Money Site

That would have some effect on ranking for that target keyword? With major % mix of naked and natural anchors as well of course...

You can use your targeted keyword as anchor for second tier, even your first tier contain naked url of your money site. Make sure your first tier links are ********. You can build the links before the 301 because the link juice aromatically pass during the 301.

Yes, you can likely rank them for more traffic. Did they get any natural links?

I would build up a 2-Tier for them. This will give those articles some decent extra juice. And, btw, congrats to your success!

Structure may be something like this:

    T1: existing high-PR articles
    T2: articles, social (~200-400, drip-feed)
T3: articles, spam and social, but only to T2 articles (~2000-5000, after T2 is up)

maybe there is a provider that can do this for 30+- bucks since its a standard campaign that can be set up with GSA, licorne and the like.

    Happy banking!

It's definitely safe, I don't think there is any doubt about that, I think the only question is whether it's really worth it. If you want to have belt and braces in place, then it could give you an extra little burst of link juice but there are probably more beneficial ways to invest your time and effort in promoting your site.
