What's the max percentage bad link you can have without hurt your site?
Or do you have to disavow all?

What type of links do you classify as bad links and how long did it take for you to see these results?
The links we disavowed all had anchors that were porn and such. It was about 5 or 6 weeks for us to start seeing results in this instance.

The percentage was pretty low in this situation but they were nasty garbage with bad anchors. We have well over 20K links that are legit and clean and these links were in the 2K range... boy was that fun going through them one by one.

I do not know if there is a percentage that one can hold as to a benchmark though.

Would you consider generalizing and putting a metric limit say UR < 5 , anchor Non English fasttracking the process?

Pretty cool...
I did some domain level disavow for an old project, recently, on some programmatic Web 2.0s, so it'd be nice to see these kinds of results.
It makes me wonder if it's worth taking a closer look at the link profiles of spammy expired domains that no one is picking up.

You'd have to put them in search console, but it would mean that if you could just find high-quality links anywhere in the profile, then it'd be worth it to pick them up, then clean them up using disavow.
I saw a spammy domain a couple days back, with a strong bloomberg link, but passed it up, because of all the porn amazon s3 links it had in its profile. (hmmmm)

Would you delete citations with DR0 disawov or leave it in?

I'd leave them.

There are a lot of links we create that have little to no value. I call them camouflage links so as to keep Google from seeing only strong links to a site... been playing that way for close to 8 years or so.

These bad links might've placed the site somewhere between clean link profile and penalty. This is equivalent of shadow-banning by Google. I should also do housekeeping to see if it improves traffic and rankings.
