Email marketing is fine all you need is an opt out button to legally avoid can spam laws it even says on the FTC website that you don’t need consent to email someone especially if they publicly post their email addy

Why not importing them as contacts eventually, like 15-65 contacts per day randomly for 1 year.
They are in same country and you might convert like 25% of your list as contacts.
