Got 2 lakhs phone numbers of ecommerce customers, what to do with it?

Hi everyone, A week ago I got hold of the database of one of the delivery company's database. That company deals with the pickup and delivery of orders from amazon, flipkart and other big indian brands.

The database is huge and there are more than 2 lakhs of phone numbers and address of customers. What to do with this data? Can I target them using facebook ad and sell products?can I bulk email them?

Whats the best way to use the database?

If possible, find out what kinds of products have been purchased over the past one year. Then you can send them messages according to their interests.
 
Sending shopping deals with affiliate link will be a good choice. Warm-up before sending it.
 
If you have product details, then it's better to segregate them based on region, interests and age groups. You can then warm up the leads by sending interesting stuff and checking response rates. Once you filter out non-responding customers, you can send affiliate links, coupons, or discounts.
 
bulk sms is the way to go. post for a jv if you dunno how.
