I'v been reading through some threads. Seems alot of people get hit with manual penalties. Also noticed a few of them mentioning they were using google webmaster tools so I'm thinking of removing the script and stop using it.

How many people on here have been using WMT?

I use it for sitemap submission and checking backlinks.

Also interested to know what scale of link building was being done to receive a manual penalty.

Google can track your backlinks and find your sitemap without you needing to install a script. The actual recommended method to verify your site with GWT is to upload a simple and harmless HTML file on your server so they know it's yours. GWT is merely a tool for you to keep track of all your sites' performance and optimize them.

I keep a very simple rule for all my websites:
    1. No website has any Google product installed (GWT/Analytics) if it is a PBN.

    2. "Whitehat" long-term websites, either authority ones or affiliate ones, do have them installed. Besides tracking you like a Nazi, let's be honest: their analytics is really useful when it comes to tracking. I use GWT for sitemap submission as well and when I need to submit pages of my website (they get indexed immediately).

    3. Churn and burn projects/websites do NOT have them as well. Quite frankly, I haven't noticed any difference when I was putting them in the beginning, but then again I don't deal in any "payday loans" kind of niches, where they have lots of manual reviewers for first page results. Also it's better to be on the safe side especially since there are other choices available out there for free.

    thanks for feedback.

I forgot to mention the Search analytics in wmt is awesome. One of the reasons I'm leaning towards keeping it. I much prefer it than google analytics

The reason why a lot of people get penalties across multiple sites is because they are using the same junk content and the same backlink spam junk across all sites. They do the same thing for 20 sites, so of course they have the same results.
