Yeah agree google voice working normal method while adding phone numbers on sign up but i tired some other way to add numbers its working. .

Use new google voice number for testing.. if you dont have, knock me i have available..

Yeah.. After 1-2 wks, everything back to normal between Google Voice on Twitter Accts.

Does anyone have any explanations?

I don't have an explanation.... but, I did indeed notice it occur....
The past two weeks or so, I wasn't able to turn on 2 step authentication with my google voice number ("this number isn't valid for 2 step")... now I am able to.
I'd probably just consider it a twitter update or a google update that occurred, it caused a problem, one company patched, and that was that.

they are probably coding a solution to detect google voice. some said they were getting through.
