I made a small test I want to share with you. Five days ago I registered a new domain and chose not to submit my site map file to Google through the Webmaster tool. The XML Sitemap Generator for WordPress is installed and working, the ping list is complete and working, and Blogs are submitted to social bookmarking sites through the only wire plugin. As of this writing Google has not chosen to index my site, you can check in Google search site: omnibazaar.com nothing shows. (Please note there are currently 1400 blogs and my other sites where indexed though the Google Webmaster tool and I can see them in the Google search through the ?site:? query).

So looking at the XML Sitemap Generator results:

# Your sitemap was last built on October 21, 2009 4:50 am.
# Your sitemap (zipped) was last built on October 21, 2009 4:50 am.
# Google was successfully notified about changes.
# YAHOO was successfully notified about changes.
# Bing was successfully notified about changes.
# Ask.com was successfully notified about changes.

Does not mean that Google will index my site

Is submitting the site map file to the Webmaster tool the only way to get indexed?

I don't really get you. You got 1,400 blogs and you're asking if submitting sitemap to Google the only way to get indexed?

The answer is no.

You can get your site indexed with or without a sitemap.

I see that you're using Wordpress 2.8.4, did you check that your privacy setting is set to allow SE bots?
 
I would like my blog to be visible to everyone, including search engines (like Google, Sphere, Technorati) and archivers is set to ON.
I just submitted to Google Webmaster tools a few minutes ago , to see what happens.
