I had a subpage on my website - like http://mywebsite.com/subpage I ordered link building services here directly for the subpage and a couple of months later I got a manual action taken on me from Google and lost my rankings. I deleted the page of my website and submitted a reconsideration request. A few weeks later they said the manual action was revoked. Then I completely revamped my website with a newer theme, better SEO, and optimized that same exact keyword for my homepage instead. It's been a week and I'm not showing up in the SERPS at all. It's only a 90,000 exact match keyword, and I optimized the hell out of it on the content on my homepage (not overuse though). Plus I have some high quality genuine links pointing to my homepage with similar anchors to that keyword. Do you think even though they said they revoked the manual action that they still have "eyes on me" and are making it harder for me to rank for that same keyword even though it's not my homepage and not the page I deleted?
