Well it seems a friend of mines website has a major issue right now. His website used to be ranked top in Google for his keywords but recently someone hacked the Webmaster account for Google. Then the hacker changed the address to their own.

My friend canceled the change of address but it was placed in late June and he canceled this week.

My friend is willing to take any action against the hacker so please advise me the appropriate measures

Honestly, not much you can do. If they hacker knows his stuff, it'd probably result in no legitimate ip address that google could trace, and they won't harm his own url because what's to say that the hacker didn't use it on his competition or redirect to some random site or that of somebody who paid him for a backlink service?

You really wouldn't be able to prove anything and even if you could, it'd be an expensive process.
