My 3 Years Old 2 blog Site Google March Manual action penalty.
Has anyone recovered a site like this from a Google March penalty?

You can recover from manual penalty by addressing what they complain about and submitting a request.
In this site have 10k+ Post. I dont Know How to update all page.

If I can delete all my posts from my website. Then i need to new post again. Will I get any advantage in terms of ranking? I think it is better to start a new site than this.

If you use the same pattern, new site will be slapped again.
 
You can new post with full of human interested content and request review in Google Search Console

Yes, you can recover if they were wrong about your content. Contact them and see.

You can edit 10k posts with wp all import plugin, but you need to create a csv with all the updates prior to this. There's a learning curve if it's your first time, you'll have to do it programmatically.

You never said what the message is about so I'm just guessing.

If you have many links, you can try to recover the current one.

Or redirect.
