I'm interested in what it says when you click on Manual actions: 1 issue detected - "Full Report".
Honestly, it will take a year, at least (to get all the answers), people first need to test what works and what doesn't, in order to find out the real truth, and that will take some loooong time.
I can say that the quality of the article is 100% the case with your website and that if you change something, they will try to give some sites a "second chance", but that is also "untested territory" and the question is how it would all work out.

If I can delete all my posts from my website. Then i need to new post again. Will I get any advantage in terms of ranking? I think it is better to start a new site than this.

Yes, you can recover if they were wrong about your content. Contact them and see.
You can edit 10k posts with wp all import plugin, but you need to create a csv with all the updates prior to this. There's a learning curve if it's your first time, you'll have to do it programmatically.
