I always see jobs popping up on freelancer websites where people ask someone to make them a blog / website that makes X amount of money per day, every day from google adsense and that it must adhere to all the adsense rules, be white hat and prove that it pays for one month before anyone pays the freelancer who built it. To get an example of what I mean search "makes from google adsense" on freelancer and see all the jobs posted. Most of the time the person making the website has to decide the niche so the person asking for the website to be built doesn't even have a topic. They basically provide no input.

Now originally I thought it was a scam, why would anyone who could build a site that makes guaranteed cash per day not just build the site for themselves rather than give it away for up to a couple hundred dollars max but then I noticed that a few people in particular win a lot of the jobs and have 100% positive feedback with the customer all saying that it worked, they got paid from google, no problems and often the website made more than they requested per day. I'd link to some of the profiles of the people who constantly win the jobs but I don't want people thinking it's actually me and I'm trying to drum up business.

What's the deal here? Why would someone create a website for someone else instead of just making their own websites and keeping the cash? Even if it just makes $10 per day it quickly makes more than the $200 or whatever they got paid to make it.

If anyone can tell me exactly what's going on I'd appreciate it.

You can find also similar services here on BHW. "Make with my MNS site up to $3000 a month!". "Price - $59..."
I always laugh when I see service like that, interestingly people are buying into it.

Nobody who has adequate intelligence and skills to build a site that can constantly generate even $5/day will sell such a service for 100 or 200 or 500 bucks.
These sites will either not generate any income, or a very low one, or a lot of link building from your side will be needed, or simply there will be some scam involved and the site makes good money first month (e.g. click fraud - provider does not risk his own account!), and nothing's more the next time.

Plus on the top of that - you are on a BlackHatForum, so you should already now it's not a problem to get positive ratings anywhere, including Freelancer.com for no work.

Stay away from such a service - is not legit.

Many times on that site the reviews are fake.

I explained where to find it in my initial post. I can't post links and you should be able to find it quite easily, I basically told you what website and what to search for on that website.

    Don't understand what you mean.

Go find it, it's not difficult to find. Freelance websites and I mentioned the exact term to search in my first post.

The thing is though it's the same people winning the jobs time and time again and they have glowing feedback, 100% positive over a lot of jobs. So they do generate income and work. It's possible the site makes good money first month then google realise something dodgy is going on and cancel the adsense account, by that point they've already left a good review but many state they will not pay or leave feedback until they have consistent proof that the website earns money. I'm sure it can't be legit, it makes no sense to be but I'm no expert in this area.

How though, it's not like anyone can just go on and leave a review? You can only leave reviews once someones done a job for you.

I doubt that reviews are correct although Freelancer reviews usually correct from what I've experienced (I have worked with freelancer before and still hire a freelancer from there off and on) but creating a profitable site and selling it would be just non-sense.
