You need a cloaking service to run such ads. But first you need to learn how it work. So Go to Google and search every piece of information about it. It do require some really hard work.

I suggest you hire someone who knows how to do it properly, otherwise, you will end up spending more on suspended accounts. Learn about cloaking too.

They must have a business license, so Google accepts it. Additionally, having a good account is essential to running ads

To run such ads you'll need business license in order for your ads to get approved by Google. Or you'll need some out of this word clockaing skills. Either was, when it come to casino & gambling ads Google doesn't mess a round.

You need clocking but it's not enough. The keywords and the ad copy needs to be manipulated besides the landing page itself.Not somthing that guys will teach you for free.
