After Page Authority, a URL's number of Google +1s is more highly correlated with search rankings than any other factor. In fact, the correlation of Google +1s beat out other well known metrics including linking root domains, Facebook shares, and even keyword usage.

Correlation doesn't imply causation. Just because Google+'s are linked with higher rankings, doesn't necessarily mean they are a ranking factor or play a major role in Google's algorithm. Content that gets shared a lot tends to be better in quality, so its unsurprising that some of the most shared content is also the highest quality content. Though I do think being active on Google+ is important.
