What do you think is preferable? Google +1 votes generated by exchange sites or votes bought off fiverr?

Depends. If the votes bought off Fiverr are real and not fake(using bots), then they are obviously better. But votes from exchange sites are good too because they come from multiple IPs, but most of the people using exchange sites use fake accounts for +1ing.

It depends. Exchange sites are usually coming in by trickle and from different IP's. +1's bought off fiverr usually come in all at once from which can usually be bad for you in Google's eyes. Therefore as a general rule I prefer the exchange sites. I have seen a guy with gobs of gmail accounts and he put out his +1's at a portion each day. Different accounts, different IP's, and trickling in over a 30 day period. That's the way I like it, slow and steady. I used up all his IP's and gmail accounts in his portfolio so we're done, but he was the best fiverr ever and not forgotten.

I would always prefer the high quality exchange sites over fiverr.
