Good service for buying Tier 2 and 3 links?

Just wondering if there are any decent services for Tier 2 and Tier 3 links? I know there are some but any that you recommend? Please don't post about your own service and turn this into a sales thread.

2nd tier really does not matter that much, they can be lower quality. It's about quantity

Blog posts service by lover here in tier 2 is working well for many people here, you may try it. BTW i have used his Blog posts in tier 1 which gave me good results too.

GSA Serach Ranker is the best tool to build tier 2 and tier 3 backlinks also Fiverr is also a good and cheapest place to buy these 2 3 links...

Does relevancy matter much for Tier 2 links? For example I was building links to a site for "electric heaters" and using Kontent Machine for content but it was pulling articles about "space exploration" and using those. I have GSA SER but I found that I couldn't get my LPM above like 6 and most of the time it was only like 1 or 2 even after checking my settings.

I was scraping sites and not using a verified list though. And I also found that GSA would run out of articles fast so I couldn't set and forget.
