Good provider to buy HR views to rank videos

Hello guys
I want to know where do you buy youtube HR views and is it really working (I think test will give me the answer)
I have already bought HR views from fiverr for one of my videos around 6000 views 90% hr + likes and dislikes on a low competitive keyword but Nothing happened So I think maybe the provider is not good

I'm not sure about the websites like qqtube.... will they lead to close my account on youtube
Please if you know A thread a course a tutorial or a good provider good website please help me out

Hatimyal is the best when it comes to the youtube views (my opinion) but ranking on youtube it's not only about views! before buying views you should do everything right {the quality of the video, the long of the video,title, description, tags, thumbnail]

Yes On-page SEO is necessary to rank + backlinks that's for sure but it's not enough for fast ranking
I heard so many people talking about ranking with HR views they don't give (threads I read) the source where they buy views

If price is the only criteria then more often quality will be missing. Quality can go with Cost effective but not cheapest.

No problem with price
But if it's expensive doesn't mean it's quality you may find someone selling cheap views with higher price
that's why I asked here so someone point me to a good seller
