it used to be that I could go to the nearest coffee shop and create a gmail account and it would not ask for phone verification. this is about one year ago.
recently I tried to create a gmail account from 2 different coffee shops and both times I was asked for phone verification. I am not sure if I am doing something wrong (maybe I am picking a bad user name or maybe I am typing too fast, I dont know)

so can the phone verification still be avoided or it is done for every account now?

Not for every account typically. From which geo-location/country you are trying to create accounts?

It would be possible, that some1 already created some emails earlier this month on those internet connections, that's why it is asking for a verification from you.
