Giving away free software as bonus?

Hey there,

Almost every cb product gives away some type of bonus and i saw one giving away "Spinner Chief".

I wanted to ask, is it legal to give away software that's free with purchases, even if its a free bonus?

If so would there need to be some type of text document stating that its available free?

So things with GNU licences can be given away free i think !
