If I'm correct, you can't have giveaways, and if you want to do give away something, you have go go in order for whoever posted. You can't pick random people. You can however have requirements for it.

I don't see any post where he says he's going to pick people at random, although I can have an in-house mod check his PMs to ensure that he's abiding by the first come, first serve rule.
