As of now,you can use jarvee/socinator/phantombuster but they aren't that stable but,
you can develop one with this logic:
1.Decide a criteria for bot followers(Ex:Users who didn't interact you within the last 15 days).
2.Parse your followers as seperate and one as likers and commenters.
3.Compare both of them and people who don't match this criteria are bot followers.
But to parse followers,you may need Instagram accounts if you have a very big following and proxies too,not so cheap and simple.

for example can i scrape only those that are inactive for more than 12 months, without posts, profile pictures, etc ?

Yes you can but I don't think there is some working stable software for this.

And what is the reason for this? Does bot / ghost followers dilute your engagement ratio?

im also just absolutely pissed with socinator and jarvee and all these other tools. Scraping followers from instagram is now impossible, no matter what premium proxy service you use. if anyone finds a solution let me know.
