Does anyone know how to reliably get the top and center position in Google's sponsored links in adwords?

    What I mean (topmost box):

I had ads in that location in the past getting 20-30% CTR for a low competition keyword, and they would stay there with a lost cost. ($0.01-0.03) However, I've had to remake the campaigns (to change the target) and now (with the same low competition) I'm stuck in the sidebar! When I'm stuck in the sidebar I only get about 1-2% CTR.

I know that to get to the top and center position I need a high CTR, but to get a high CTR I need to get top and center--argh! Anyone have any experience/ideas? Thanks/rep for anyone who can solve my problems in the near future :D

Bid more for those keywords. That should do it.

I'm doing keyword research and I found some great keywords, but the search results have 1-3 sponsored results at the top. Does anyone know the % of clicks on the first organic result vs that of the top ppc (which is actually at the top of the page)? Also, would the ad move to the right if a more targeted organic result existed (ie my site hopefully)?
