well you can promote offers from clickbank, jvzoo etc without a site. there are lots of ways to make some money without investement.
Have you tried fiverr? Could you sell gigs on there and get some startup capital

go to the sites and join, they have products you can promote. i started without a site, but that was a long time ago though

If that's no good to ya, go to Google and copy and paste this in - selling products without a website
