Getting PR 1-5 backlinks

What is the most automated way to get backlinks for site on the serp with pr 1 - 5? I'm looking for major city targetted backlinks from PR 1 - 5 sites on Google first/second page. I'm willing to pay money but just didn't know how to approach this.

Should I contact each website owner to get backlinks from their site? or is there a quicker and more automated way. Would they be interested in maybe $5/link?

I don't think that here is any automatic software that can do that,if you contact them they will ask for a link back to their site.

You can buy links for dirt cheap PR1-5 hire people to build backlinks on sites like digg , twitter and blogs for a cheap price to automate everything it.

Thanks for this.... but the links need be quality. No spammy links. I think I'm going to have to hire reputable people for this.

Best way is probably to outsource it, otherwise im a big fan of blog commenting atm.
