If a site gets manually de-indexed by google, are other domains owned by the same owner/company in risk? Does it apply to future domains he purchase on his own name? Sorry for the LQ post, was just curious

Only that site is effected. The only negative effect to other sites would be if you're linking to your other sites from that domain still. Links from deindexed sites are not a good signal to Google.

Also google doesn't know who you are so you can purchase any other sites as a fresh start. Register with domain privacy and google won't know that they de indexed one of your previous sites. In any case, they don't take it to that extreme level that once they de index, you can't rank any other sites again. Just learn your lesson from the first site and try to do it better the next time around.

I have penalised sites and non-penalised on same shared hosting and penalty hasn't transferred. I also have penalised sites in google webmaster tools that don't effect other sites. Hope that helps.
