Getting local SEO clients and just outsourcing to a link building package?

Anyone see any potential problems with this? Calling up local companies in any niche, getting them on monthly SEO plans, and just outsourcing citation building somewhere and outsourcing link building to one of the services in the link building section - preferably a slow drip feeding service.

    Some of my questions

    1) Are these link building packages unsafe for local businesses?
    2) Do these link building packages have any effect on the businesses showing up in the local 7 pack results?
    3) Is this legal?
    4) Is it a good idea?

    1) It varies.
    2) I'm not exactly sure, but I believe local SEO differs from regular SEO.
    3) Yes, out-sourcing is perfectly legal.
    4) If you can actually deliver what you're promising, then yes.
