I have been trying to get accepted ino CPA for a while, but I don't really have a white hat site to list in the application. So would it be ok to list some other website who is registered by proxy?

Create a white hat domain with private registration. That'll run you about $7 to register @ 1and1.com and from that point it's just your time to setup a white hat landing page or site.

Lying might work but sometimes they question you or ask for an email at that site or something specific and that can get you flagged really quick if you can't come up with the required info.
